PRESENTATION
The National Assembly is the institution where the people delegates
his representatives, calls deputies, to exert the legislative power.
It votes the law, controls the governmental activities, can cause
the demission of the Government by the vote of a motion of censure.
Legislative Role
The law is voted by Assembles national. The initiative of the law
belongs to President of Republic (bills), and to the deputes
(private bill).
The projects or private bills are submitted to the Assembles
national. When the project or the private bill is adopted by the
National Assembly, the law is transmitted without delay to the
President of the Republic for promulgation.
Parliamentary Control
The deputies can questioned the members of the Government, who are
obliged to answer to a written questions and/or oral questions. The
written questions are transmitted to the President of the National
Assembly which transmits them to the President of the Republic.
Fault by the member of the Government of not having answered to a
written question in a fifteen days delay, the question is
transformed into an oral question and carried to the agenda of a
session by Conference of Presidents.
Assembles national can establish a commissions of enquiry. It can
also cause the demission of the Government by the vote of a motion
of censure.
Operation
President directs the debates. It preside the meetings of the Office
and of the Conference of Presidents. The administrative services of
National Assembly are placed under the authority of the President
assisted by the Quaestors and the general Secretary.
The Vice-presidents act in the name of the President in the
performance of its duties, according to the order of their election.
In all time, three Vice-presidents will be present on the territory
of Republic on a permanent manner.
The elected secretaries assist to all meetings of the Office and the
Conference of Presidents. They draw up the analytical minutes and
give reading of it, if it is request, register the names of the
deputies which require the word, control the nominal calls, note the
votes, open the polls, control the vote of the delegations, record
the sanctions for the application of the provisions of internal
rules of the National Assembly relating to the disciplinary regime
of the deputies.
The general Secretary and the assistant general Secretary are
selected among the agents of the State from hierarchy A. They
coordinate the activities of the eight directions which account the
National Assembly.
The Quaestors, under the high management and the control of
President, are responsible of services of the material and finances
of the Assemble. They prepare, under the direction of President and
in agreement with the Office, the budget of the Assemble that they
present a report to the Committee of supply.
Composition of the National Assembly
The Legislative capacity in CHAD is detained by the Parliament which
constitutes itself in two rooms: Senate and the National Assembly.
Senate, which nest not yet functional, will represent the
decentralised territorial collectivities. The senators will be
elected by the direct vote for all for a six years mandate.
The National Assembly is constituted of 155 deputies. The Office of
